First rule of any product that touches your skin — no artificial fragrances! Absolutely none. From there, there are so many things to look at — including things to include and exclude. Try to avoid anything drying (alcohols, astringents, etc) and stick to the most moisturizing, “clean” options available.
I like pure shea butter. For a widely available option, I like Eucerin. The Eucerin line has several options from lighter formulas to thicker depending upon how much moisture that you need. One thing to note (for those who live with other people — especially those with “normal” to oily skin), Eucerin can feel greasy. I actually like this because when I want moisture, I need it to STAY, but when visitors, friends, etc have used my lotion, they often complain about this.
When I have a really bad patch, I will often put Aquaphor on just that area and use the thickest Eucerin on the rest of my body.
When my eczema is not flaring, I can get away with a non-greasy lotion that isn’t as hydrating. However, even when you aren’t having a flare, a foundational part of your routine should include moisturizing *at least* once per day.
